The Arkansas Resource Conservation and Development (RC&D) Council traces its roots back to the national RC&D program initiated by the U.S. Department of Agriculture (USDA) in the 1960s. The RC&D program was designed to address natural resource conservation and rural development challenges by fostering partnerships between federal, state, and local entities.
In Arkansas, the RC&D program gained momentum in the 1970s as various local communities recognized the need for coordinated efforts to address environmental issues, promote economic development, and improve quality of life.
